The city’s Department of Investigation told Mayor Bill de Blasio that Kuczinski had overseen an effort to listen in on calls between one of its investigators and inmate informants. The subordinates “deliberately targeted … investigators for surveillance” and continued to do so even after receiving a directive to end the practice, the investigation agency said yesterday. Neither Kuczinski nor his subordinates had been “able to provide a coherent explanation for this misconduct,” the agency said.
